If the urine test results are negative, the drivers are allowed to continue their journey, while those who test positive are requested for further screening and required to undergo outpatient care until they recover and are free from illegal drug dependency,' said the Head of Eradication of BNNK Bone, Police Commissioner Akhmad Subagyo. <br> From the urine tests conducted, five individuals tested positive for drug use. Four tested positive for methamphetamine (sabu), and one tested positive for Denso drugs. 'From the urine test operation, five individuals tested positive, four for narcotics, and one for Denso drug use,' explained the Head of BNNK Bone further. <br> The five individuals who tested positive will be summoned to BNNK Bone as a preventive measure and will undergo rehabilitation until they recover.         "content": "As an effort to prevent and combat drug abuse among civil servants, the State Civil Apparatus Commission (KASN) and the National Narcotics Agency (BNN) signed two cooperation agreements on Friday (6/17/2022). The first signing was conducted by KASN's Vice Chairman, Tasdik Kinanto, and BNN's Deputy for Community Empowerment, Tagam Sinaga, regarding Drug Testing for Civil Servants in Government Institutions. Rasta signifies loyal individuals, and the Joint Rasta Patrol (PRG) is a maritime patrol aimed at combatting the illicit narcotics trade by individuals loyal to the Republic of Indonesia, working collaboratively. BNN RI and related stakeholders remain committed to accelerating the 'War on Drugs' in 2023 through a hard power approach, conducting maritime operations in the waters south of Java. This maritime operation is intended to reduce the supply of narcotics entering Indonesia through sea routes. It is well known that 95% of narcotics entering Indonesia use sea routes, thus requiring a comprehensive strategy for addressing the issue. During the 'PRG' maritime operation in 2023, the joint team of BNN RI and the Customs and Excise successfully uncovered one (1) case of illicit trafficking of Shabu, involving a total of 8 (eight) foreign nationals from Iran.<br> The eight perpetrators are part of the international narcotics network known as the Golden Crescent, which spans Iran, Afghanistan, and Pakistan. The authorities confiscated a total of 309 packages of Shabu, weighing 309 kilograms as evidence.<br> The chronology of uncovering this international narcotics network between Iran and Indonesia began in January 2023 when BNN RI received international cooperation information about the smuggling of Shabu, which was observed to be moving from Iran towards the waters south of Java. Based on this information, the joint team of BNN and Customs and Excise initiated an investigation and pursuit of the vessel suspected of carrying Shabu. The activities were as follows:<ol><li> On Sunday, February 19, at 18:00 WIB, a joint team consisting of the National Narcotics Agency and the Customs and Excise RI departed to the waters south of Java using ship BC 30004 from Merak, Banten, and the fishing vessel 'SM' from Muarabinungaeun.</li><li> The customs ship was intended to sail to the exclusive economic zone (Zee Indonesia), and the motor vessel 'SM' was to anticipate the arrival of the vessel to pick up the contraband.</li><li> On Monday, February 20, 2023, at 08:20 WIB, in the waters south of Java, within the Indonesian territory, at the coordinates where the Iranian vessel was halted (08°44.7891 S / 105°43.4519 E, approximately 91 nautical miles from Ujung Genteng and 117 nautical miles from Ujung Kulon), the interception of the vessel suspected of carrying narcotics took place.         "title": "Self-Evaluation Workshop for APIP Capabilities",
        "content": "The Government Internal Supervisory Apparatus (APIP) of the Main Inspectorate of BNN held a Self-Evaluation Workshop for APIP Capabilities as part of efforts to enhance APIP capabilities to level 4. The activity took place on October 21st to 22nd, 2021, at the Avenzel Hotel in Bekasi, West Java. All participants were from the APIP Capabilities Working Group of the Main Inspectorate of BNN. The workshop was opened by Inspector III Ittama BNN, Mangaradja S. Hutagaol, Ak., M.M., CA, CFrA, CRMO. The speakers for the workshop also served as the APIP Function Mentor from the Financial and Development Supervisory Agency (BPKP), represented by Fandya R. Hakim.<br>The implementation of corporate governance is closely tied to the goals of an organization. Therefore, the approach to implementing governance in each organization can vary depending on the specific goals of that organization. Different approaches to governance implementation in a region can also occur among the Government Internal Supervisory Apparatus (APIP), especially given the differences in capacity and capabilities among APIP in Indonesia, as shown by the APIP leveling mapping conducted by the BPKP JFA Internal Audit Capability Model (IACM) in 2010.<br>In the context of fostering APIP governance, BPKP believes that it is necessary to assess the implementation of APIP governance in Indonesia based on the model developed by The Institute of Internal Auditors (IIA), namely the Internal Audit Capability Model (IACM), and adjusted accordingly to include comprehensive governance elements and their relationship with risk management and internal control. The assessment of APIP governance implementation in Indonesia, based on the Internal Audit Capability Model, includes the assessment of six elements:<br>1. APIP Roles and Services (Services and Role of Internal Auditing)<br>2. Human Resources Management (People Management)<br>3. Professional Practices (Professional Practices)<br>4. Accountability and Performance Management (Performance Management and Accountability)<br>5. Organizational Culture and Relationships (Organizational Relationship and Culture)<br>6. Governance Structures (Governance Structures)<br>All APIP Capability Elements are assessed using fulfillment statements (240 statements) developed for all APIP Working Units (41 Working Units). Based on the assessment results, a general conclusion will be drawn regarding APIP Capabilities, grouped into five levels:<br>Level 1 (Initial), Level 2 (Infrastructure), Level 3 (Integrated), Level 4 (Managed), and Level 5 (Optimizing).<br>Currently, the APIP Capabilities of the Main Inspectorate of BNN have reached Level 3, indicating that Professional Practices and Internal Auditing have been standardized and are in line with standards. As a result, APIP can assess the efficiency, effectiveness, and economy of a program/activity and provide consultation on governance, risk management, and internal control.<br>The Self-Evaluation Workshop for APIP Capabilities of the Main Inspectorate of BNN aims to prepare for the improvement of APIP Capabilities from Level 3 to Level 4. Achieving Level 4 means that the APIP Unit has integrated all information across the organization to enhance governance and risk management. As a result, APIP can provide comprehensive assurance for governance, risk management, and internal control."

        "title": "In Pursuit of Organizational Integrity, Main Inspectorate of BNN RI Holds Integrated SPIP Maturity Assessment Workshop",
        "content": "BNN.GO.ID - Jakarta, The implementation and assessment of the maturity of the Government Internal Control System (SPIP) are crucial for every ministry/agency, including the National Narcotics Agency (BNN). The implementation of SPIP is expected to provide adequate confidence in achieving organizational goals, the reliability of financial reporting, the security of state assets, and compliance with regulations.<br>In the context of ensuring confidence that the implementation of SPIP in ministries/agencies is in line with the established mandate, the Supreme Audit Agency of the Republic of Indonesia (BPKP) has created Guidelines for Assessing the Maturity of the Implementation of the Internal Control System in Ministries/Agencies.<br>In this regard, the National Narcotics Agency (BNN) pays high attention to these guidelines. As a manifestation of BNN's efforts to continually enhance understanding and insight into SPIP assessment guidelines, the BNN Inspectorate held the Integrated SPIP Maturity Assessment Workshop within the National Narcotics Agency, both online and offline, for two days on Wednesday and Thursday (6-7/10/2021) in Jakarta.<br>This event was opened by the Main Inspector of BNN RI, Drs. Wahyono, M.H., CFrA. In his speech, he explained that in the assessment of the maturity of the integrated SPIP implementation within the BNN, there is a mechanism consisting of self-assessment by management, namely through the Main Secretariat and the deputy.<br>“While quality assurance by the Government Internal Supervisory Apparatus (APIP) in ministries/agencies/government, in this case, is carried out by the Main Inspectorate and is finally evaluated by BPKP based on the results of self-assessment and quality assurance,” added this two-star General.<br>As a quality assurance unit, the Main Inspectorate is required to oversee the management and technical deputies in the implementation of SPIP and promote risk management, including fraud/corruption risk.<br>“In addition, it is expected to conduct supervision in high-risk areas,” the Main Inspector emphasized.<br>Before concluding his speech, the Main Inspector of BNN RI stressed that the assessment of the maturity of SPIP implementation would also identify control weaknesses, which would serve as areas for improvement (AoI). This forms the basis for preparing recommendations to address these control weaknesses and drive continuous control improvement.<br>In line with this, the Main Secretary of BNN RI, Drs. I Wayan Sukawinaya, M.Si, encouraged his staff to promote the implementation of SPIP as an organizational need and culture, not just as a mandatory requirement.<br>“One way to achieve this is to accelerate the integrated SPIP implementation with integrated SPIP maturity assessment carried out independently by the Main Secretariat, along with each unit of Eselon I, and then quality assurance by API or, in this case, the Main Inspectorate of BNN,” added the Main Secretary.<br>The Main Secretary also explained that independent SPIP maturity assessment is a new initiative for the organization. However, he encouraged all his staff to make their best efforts to maintain or even increase the maturity level of BNN's SPIP, which currently stands at level three or is valued at 3.1352. This good rating was obtained during the assessment by the Main Inspectorate in the 2019 Fiscal Year.<br>“This means that BNN has implemented internal control practices and documented them properly. However, all units must continue to strive for improvement, especially now that the assessment authority lies with the Main Secretariat. In Indonesia, this certification is regulated under the oversight of the Professional Risk Management Certification Body (LSPMR).<br><br>As an initial level for this certification, individuals must first take the CRMO exam. LSPMR claims that through CRMO, or Certified Risk Management Officer, professionals will be able to have a consistent perspective on risk. They can distinguish between risk and opportunity, create risk maps, perform assessments, and more.<br><br>After passing CRMO, professionals can move on to a higher level.         "content": "The Deputy for Rehabilitation of BNN RI organized an event to enhance the capacity for the introduction of the technical guidelines for extraordinary rehabilitation implementation at TNI facilities. This activity was conducted virtually (via Zoom) at the Teleconference Room, Tan Satrisna Building, BNN RI, Jakarta, on Friday (22/9).<br><br>The rehabilitation implementation meeting involving the TNI was aimed at aligning perceptions for the provision of rehabilitation services at TNI/Rindam facilities. All of this was carried out based on the directive from the President of the Republic of Indonesia, Ir. Joko Widodo, to find a solution for the high drug abuse rates in prisons that have led to overcapacity.<br><br>The Deputy for Rehabilitation of BNN RI, Dra. Riza Sarasvita, M.Si., MHS., Ph.D., revealed that, according to the prevalence survey results, this program would focus on 10 provinces with high drug abuse cases. However, it doesn't mean that non-priority BNN Provincial Offices won't take any action or P4GN activities.<br><br>“BNN Provincial Offices that are considered a priority will certainly contribute clients,” said Dra. Riza Sarasvita, M.Si., MHS., Ph.D.<br><br>“The criteria for clients treated at TNI facilities are those with mild to moderate conditions and no severe medical complications,” added Riza Sarasvita.<br><br>On the same occasion, the Director of PLRKM for the Deputy of Rehabilitation of BNN RI, Dr. Amrita Devi, Sp.K.J., M.Si., mentioned that, according to the World Drug Report 2023, the accessibility of rehabilitation services for drug abusers globally is less than 20 percent. Additionally, the prevalence of drug abuse has increased over the past year, from 1.80 percent in 2019 to 1.95 percent in 2021.<br><br>“This has drawn the attention of the President of the Republic of Indonesia, Ir. Joko Widodo, during a limited meeting on September 11, 2023.         "content": "The National Narcotics Agency of the Republic of Indonesia (BNN RI), through the Directorate of Strengthening Government Institution Rehabilitation (PLRIP) of BNN RI, organized a Community-Based Intervention (IBM) Technical Guidance activity held at the Amaroossa Hotel in Bekasi, West Java, on March 10th.<br><br>This 3-day event from March 8 to March 10, 2023, was attended by 414 participants from various BNNP and BNNK/City offices throughout Indonesia, both in-person and virtually, to enhance their capabilities in providing rehabilitation services in the field.<br><br>Dr. Bina Ampera Bukit, M.Kes, the Director of PLRIP BNN and also a speaker at the event, explained the community-based intervention approach to rehabilitating drug users, which directly involves community participation. The IBM service is intended for the community and by the community, in line with local wisdom. Active community members involved in IBM services are referred to as “Recovery Agents” (AP). IBM represents a rehabilitation approach in the form of minimal services and a low threshold approach, making it easily accessible and requiring few prerequisites.<br><br>At the event, the Director of PLRIP also covered topics related to IBM policies and scope. IBM aims to provide intervention to clients with mild to moderate risk who need extended rehabilitation services. The IBM targets are divided into four groups: drug users and victims of drug abuse, families with issues related to drug abuse by one of their family members, community members actively engaged in rehabilitation, and village officials or local government as a potential resource for the growth and development of IBM.<br><br>“By providing training to Recovery Agent guides, they gain knowledge, enabling them to pass on their knowledge to the Recovery Agents, thus improving the quality of life services for clients as the output of rehabilitation,” said the PLRIP Director.<br><br>Within the context of the Indonesia Shines (Indonesia Bersinar) and Bright Village (Desa Bersinar) policy programs, IBM plays a crucial role as a core and driving force in achieving Bright Villages at the micro level and Indonesia Shines at the macro level."

Riza Sarasvita, M.Si, MHS, Ph.D. During the occasion, the Deputy for Rehabilitation emphasized that the event was not primarily focused on improving skills but aimed at deepening knowledge about motivational interviewing.<br><br>Through this technical guidance, rehabilitation officers, both from the vertical BNN RI institutions and partner rehabilitation institutions of BNN RI, gained additional knowledge about motivational interviews as an effort to meet SNI 8807:2022 regarding the Provision of Rehabilitation Services for Addicts, Drug Abusers, and Victims of Narcotics, Psychotropics, and Other Addictive Substances.<br><br>According to the Deputy for Rehabilitation, the technical guidance on motivational interviews is vital. One of the requirements for delivering quality services is that rehabilitation officers or counselors can transform hesitant clients into confident ones to access rehabilitation services. Counselors should also successfully make clients aware of their problematic behavior, thus enabling them to voluntarily undergo rehabilitation programs. Therefore, the Deputy for Rehabilitation believes that mastering motivational interviewing should be the top priority.<br><br>The Deputy for Rehabilitation urged participants in the technical guidance to be more interactive and proactive during all session materials, enhancing their comprehensive understanding of motivational interviewing. Before delving into the core material, the Deputy for Rehabilitation provided a brief overview of Cognitive Behavior Therapy (CBT).<br><br>The event received positive feedback from all participants, including Muhammad Taufik from the Fokus Rehabilitasi Medan institution. He expressed that motivational interviews are highly necessary for field officers to advance clients through stages of change, starting from precontemplation, contemplation, preparation, and into action.<br><br>Through this event, Taufik extended his utmost gratitude to BNN RI for providing him with the opportunity to acquire more knowledge. He hopes that armed with the knowledge gained, all rehabilitation officers can further improve their services in the mission to save the nation's youth from drug-related issues.<br><br>There were 38 participants in the Technical Guidance for Meeting SNI 8807:2022 Rehabilitation Services through Motivational Interviews.         "title": "Enhance the Quality of Rehabilitation Services Through National Standardization Body",
        "content": "BNN.GO.ID – Jakarta, the Deputy for Rehabilitation of the National Narcotics Agency (BNN) initiated a cross-sectoral meeting to coordinate the implementation of rehabilitation service standardization in 2021 at Favehotel PGC, Jakarta, on Monday (25/1).<br><br>Rehabilitation service standardization is developed as a national standard to encourage rehabilitation institutions to achieve predetermined standards to maintain the quality of providing rehabilitation services to drug addicts or abusers.<br><br>Prior to this, the National Standardization Agency (BSN) issued SNI 8807:2019 on the Provision of Rehabilitation Services for Addicts, Drug Abusers, and Victims of Drug Abuse, Psychotropics, and Other Addictive Substances (NAPZA).<br><br>Throughout 2020, BNN worked with relevant sectors to assist rehabilitation institutions that were national priorities in reaching the standards set in SNI 8807:2019.<br><br>Dr. Amrita Devi, Sp.KJ., M.Si, Director of the Strengthening Community-Based Rehabilitation Institutions under the Deputy for Rehabilitation of BNN, stated that the challenge ahead is to ensure that SNI becomes an implementable national priority program, as it is already included in the National Medium-Term Development Plan (Renstra) and Presidential Instruction Number 2 of 2020.
